Illawarra Mercury 14/2/2016 said Group defrauded in 2012-13 by Treasurer Rebecca Bell. In May 2012 she walked into Oak Flats branch of Bendigo Bank and cashed a $2000 cheque. She had altered cheque from original $200 to $2000 and pocketed the difference. Her thievery was not exposed for 17 months, and by then, Bell had managed to fleece Scouts of almost $14,000 in cash, most of which had been earmarked for hall upgrades and sending kids to camp. A committee member with banking experience uncovered account anomalies in October 2013, having temporarily taken over treasurer duties while Bell on holiday. Banking records were taken to police, who charged Bell with more than 12 offences. She pleaded not guilty to charges, however on morning matter to be heard plead guilty to 5 counts of dishonestly obtaining a financial advantage by deception. Remaining charges dropped. Police documents tendered to court said Bell repeated cheque scam in June & July 2013, each time adding extra digit to a cheque already co-signed by another committee member then taking extra money for herself.
In June, she turned $200 cheque into $1200 cheque, and in July, she added a 9 in front of $70 to gain a $900 windfall. She skimmed money from grants awarded to group by State Government to build a storage shed and upgrade hall ceiling. She was responsible for sourcing tradesmen for work and providing ‘progress reports’ and invoices to Scouts Australia for payment. In December she created fake, $8,000 invoice from her father's company for concreting work that had supposedly been done as part of storage shed construction. When invoice paid a few days later, Bell had her mother withdraw money and hand it to her. Bell gave her father $1,500 as a ‘retainer’ and told him she was going to return remaining money to Scout group until job was done. Money never returned. Police said she carried out a similar scam involving her brother-in-law’s company for work on hall ceiling. No work on either project carried out.
Joeys deregistered October 1999 /reregistered Dec 2003 with Leonard Snowden JL.
